RCAC MEETINGS CONTINUE FOR CODE REVIEW The Residential Construction Advisory Committee’s (RCAC) energy subcommittee held its second meeting Wednesday, June 23, 2010 and again heard from both sides on the adoption of the 2009 IECC. Although admitting the OHBA 2009 prescriptive proposal comes very close, the proponents of adopting the 2009 code without changes maintained a strong position: Climate zones shall remain as presented in 2009 IECC, no credit shall be given for mechanical trade-offs, and energy savings should be achieved through further insulating the envelope.
Following the proponents presentation, Bill Kaufholz, OHBA Building Codes Chairman, brought forth cost impact analysis of complying with the 2009 IECC. From his evaluation, the code changes could increase the costs of building $1000-$2000, depending on the climate zone. After fielding questions on his analysis, Bill agreed to run a similar analysis using the proposed Ohio prescriptive for the August meeting.
OHBA and Kaufholz expressed further concern for the lack of mechanical tradeoffs to reach a similar level of energy savings. In his comments, Kaufholz reminded everyone that builders are supportive of energy efficient homes, but it is crucial to evaluate how energy savings are accomplished and the cost impact of such decisions in the current homebuilding economy.
The RCAC is scheduled to hear from stakeholders on the sprinkler issue at its July 21, 2010 meeting. The energy subcommittee is scheduled to meet again in August for further review of an Ohio path. The subcommittees have finished their review of specific comments submitted on the RCAC draft language of the 2009 Residential Code of Ohio (RCO), but will continue to meet in order perform its cost impact analysis.
